Data governance in Salesforce Data Cloud is the set of policies, tools and configurations that control who can access customer data, how it can be used, how long it is retained and how compliance with data protection regulations is maintained. It is not a single feature — it is a framework of multiple capabilities working together.
Governance is often treated as an afterthought in Data Cloud implementations — something to configure later once the “real” features are working. This is a dangerous mistake. Poor governance creates compliance violations, unexpected credit bills, security breaches and data quality problems that are expensive to fix retrospectively. Good governance built from day one protects the implementation and the business.
Data Cloud governance spans five domains: Data Access Control (who sees what), Consent Management (who can be activated), Regulatory Compliance (GDPR, CCPA, HIPAA), Data Retention (how long data is kept) and Credit Management (how processing costs are controlled).
Data Governance Is Like Building Regulations for a City
When a city is built without planning regulations, buildings go up randomly, roads do not connect, utilities are overloaded and safety hazards appear everywhere. Retrofitting regulations after the fact costs 10 times more than building with regulations from the start.
Data Cloud governance is the same. Data Spaces are like zoning laws — defining which data goes where and who has access. Consent rules are like building permits — you must have explicit permission before proceeding. Credit budgets are like utility capacity planning — preventing overload. Retention policies are like building codes — mandatory minimum standards. Ignoring governance at implementation is like building a city without planning — it works initially but causes expensive problems at scale.
What Are Data Spaces?
Data Spaces are logical partitions within a single Data Cloud org that allow different teams, business units or regulatory domains to operate with their own isolated view of data. They are the primary mechanism for controlling which users and processes can access which customer data within the same Data Cloud instance.
Without Data Spaces, every user and every team in Data Cloud sees all data from all sources. This is problematic for businesses with multiple divisions, multiple regions or multiple brands. A retail banking team should not have access to wealth management customer data. A European marketing team should not access data from US customers that has different privacy requirements.
Data Spaces solve this by creating logical boundaries within one Data Cloud org. Each Data Space has its own DMOs, segments, Calculated Insights and activations. Users are assigned to Data Spaces and can only see data within their assigned space.

Data Spaces are a logical partition — not a physical separation. All Data Spaces exist within the same Data Cloud org on the same Hyperforce infrastructure. The separation is enforced by access controls and data routing configuration — not by physically separate databases. This is why data can be shared between Data Spaces when approved — the infrastructure is shared, only access is restricted.
What Is the Contact Point Consent DMO?
The Contact Point Consent DMO is the standard Data Cloud DMO that stores customer opt-in and opt-out decisions for each communication channel. It is the governance object that Data Cloud automatically checks before any segment can be activated to Marketing Cloud, advertising platforms or any other destination.
Every record in the Contact Point Consent DMO represents one consent decision — one customer, one channel (email, SMS, phone, push), one decision (Opted In or Opted Out) and the effective date of that decision. Multiple records exist per customer — one per channel they have a consent decision for.

How Consent Flows Through the System

Always store consent at the most granular level the regulation requires. GDPR requires separate consent records for marketing, analytics and personalisation purposes — not one blanket marketing consent. A customer who consented to transactional emails may not have consented to promotional emails. The Contact Point Consent DMO's Data Use Purpose field captures this granularity. Before any activation, verify your consent filtering matches the specific purpose of that campaign.
Despite different names and specific requirements, every major data protection regulation shares four core requirements: lawful basis to process (consent or legitimate interest), right to access (customers can see their data), right to delete (customers can request deletion) and data minimisation (only collect what you need). Data Cloud's Consent DMO, deletion workflows, Data Spaces and Hyperforce regional residency collectively address all four across every regulation.
What Happens When a Customer Requests Deletion
Under GDPR Article 17 and equivalent laws, customers can request that all their personal data be deleted. In a traditional CRM this means deleting one record. In Data Cloud, a customer may have data across 15 DMOs, multiple Data Spaces, Calculated Insights stored on their Unified Profile and engagement event records in 8 different engagement DMOs.
Data Cloud provides a Right to Erasure workflow that handles this systematically. When a deletion request is submitted the workflow identifies all DMO records linked to the customer's Unified Individual ID and deletes them across every DMO — profile DMOs, engagement DMOs, consent DMOs, Calculated Insight values and the Unified Individual record itself.

The Right to Erasure workflow requires that the source system also deletes the customer's data. If the CRM still contains the customer's Contact record, the next CRM Data Stream sync will re-ingest the deleted customer's data back into Data Cloud. Deletion from Data Cloud must be coordinated with deletion from every source system that feeds Data Cloud — CRM, Marketing Cloud, ERP, loyalty platform. Incomplete deletion workflows that miss source systems will repeatedly re-ingest deleted customer data on every subsequent sync.
Understanding Data Credits
Data Credits are the unit of consumption measurement in Salesforce Data Cloud. Every operation that processes data consumes a certain number of credits — ingesting records, running Calculated Insights, refreshing segments, activating audiences. Your Data Cloud contract includes a fixed number of credits per year. When credits are exhausted, additional processing requires purchasing more.
Understanding Data Credits is essential for two reasons. First, designing the implementation efficiently so the credit budget supports business requirements without running out mid-year. Second, troubleshooting unexpected cost overruns by identifying which operations are consuming more credits than expected.
Credits are not consumed equally by all operations. Streaming ingestion costs dramatically more per record than batch ingestion. Real-time segments cost more than full refresh segments. The most impactful decisions for credit management are made in the ingestion and segmentation design — long before the first customer record arrives.

Data Cloud Setup — Key Monitoring Areas

Discovering a credit overrun at month 7 and immediately switching all streaming ingestion to batch to save credits — without considering which downstream use cases depend on real-time data. Abandoned cart recovery that worked within 5 minutes now takes 24 hours because the cart event is now batch. Real-time Data Actions that fired within seconds now fire the next morning. Always evaluate business impact before changing ingestion modes mid-year. Credit optimisation decisions must be made in the implementation design phase — not as emergency reactions.
Mistake 4: Storing consent at too coarse a level
Capturing one “email marketing opted in” consent record per customer when GDPR requires separate consent for promotional emails, transactional emails and analytics processing.
